This 37 meter high monument is located at the highest point (1550 m) of the Troyan-Karnare pass in the Balkan Mountains (Stara planina).
The arch commemorates the 100th anniversary of the liberation of Bulgaria from the Ottoman empire during the Russian -Turkish war (1877-1878). A 7 meter high sculpture compositions by Velichko Minekov symbolize the feats of the general Kartsov, who commanded the Russian army during the battle of victory in 1878.
The monument is also dedicated to the Bulgarian-Russian brotherhood of arms. The north side bares the year 1878, the south 1944: the year of the “second liberation” of Bulgaria by the Russian army, during World War II.
